Summary of Principal Responsibilities

The Finance Director for International Programs (IP) is part of a new operations team in the International Programs (IP), designed to enhance and streamline global operations. This position sits under the International Associate General Secretary, supervised by the Director of IP Administration with secondary leadership guidance from the Chief Finance Officer or their delegate (dotted line reporting relationship). The Finance Director for IP will work with a global team of finance and accounting professionals to ensure that the AFSC’s International Programs finance units are supported with efficient, accurate, and comprehensive internal reporting, financial research and analysis, grants fiscal management and compliance, budgeting and fiscal monitoring, general ledger accounting, and information systems. Those units include IP Regional Directors, Regional and Country Finance Staff, the Senior Finance Controller, The Central Office Finance Leadership Team, the Director of Trusts and Business, Regional Controllers, and other members of the finance and grant teams in Central Office.

ESSENTIAL FUNCTIONS/RESPONSIBILITIES:

International Programs Financial Reporting & Analysis

  1. Support IP regional and unit leadership with effective financial information, analysis, and guidance.
  2. Analyze and consolidate financial reports. Assist and the liaise with Regional Finance & Admin Managers with preparation and consolidation of financial information into standard reporting and presentations as needed for consolidated reporting.
  3. Ensure the integrity of internal financial reporting for regional and unit activity. Review and approve general ledger entries for reporting units: provide general ledger support to international regions. This includes (but is not limited to) expense allocations, cost distributions, transfers, adjustments, and revenue recognition.

International Programs Financial and Grant Compliance

  1. Help direct and actively participate in the Central Office Grants Management Team (Program, Development and Finance Departments). Provide IP regions with grant support and guidance, including assisting with and actively supporting proposal budget development, designing and generating financial reports for grantors and audits, and identifying and collaborating to resolve grant compliance issues.
  2. Maintain and improve IP standard operating procedures for internal and grant reporting, grants fiscal management and compliance, budgeting and fiscal monitoring, and general ledger accounting functions. Ensure IP procedures are in alignment with the organizational standards and local country standards and realities.
  3. Manage IP audits ensuring clear communication across units, document preparation, resolving issues, coordinating audit meetings, and meeting the deadlines for audit preparation and completion.

Financial Technical support and Mentoring

  1. Maintain an understanding of IP regional operations and the impact of financial matters on programs. Assist and guide international finance staff in their understanding and analysis of financial information within multi-currency environments.
  2. Serve as IP finance technical support by providing training and mentoring to international finance staff and standardizing best IP financial practices taking into consideration organizational standards and local context with very complex dynamic that require discussions and fluid solutions.
  3. Be a technical resource for financial software systems, including but not necessarily limited to user account configuration and maintenance, upgrade and implementation support, as well as training development and delivery.
  4. Leverage strengths and develop knowledge and skills of the international finance team with accounting software, Microsoft Excel, and other tools that are available for the understanding and communication of financial information.

Organizational Finance Accountability

  1. Work closely with the Chief Financial Officer, the Director of Trusts and Business and the Senior Finance Controller to implement an organizational finance and accounting global vision.
  2. Build on existing Global Accounting Manual and Procedures and ensure that any adjustments and recommendations are incorporated into the GAM addressing complex country realities and limitations.
  3. Work closely with the Senior Finance Controller in managing IP closing schedules, coordinate closing activities and organizational audit.
  4. Actively participate in and help direct the annual budget and budget revision processes. Collaborate with regional and central office staff to monitor financial results against budget and identifying, explaining and resolving variances.
  5. Special projects as assigned by supervisor.

Minimum Qualifications

EDUCATION: A bachelor’s degree or equivalent in experience in finance and accounting. CPA accreditation preferred but not required. Must have a good understanding of International Standards of Accounting and Reporting (ISAR) International Standards on Auditing (ISA). Ability to speak one or more languages spoken by AFSC staff a plus.

EXPERIENCE: More than fifteen years of accounting and finance experience in an International NGO or nonprofit, with three years at an international or regional management level, in a multi-divisional organization with international operations. Experience working with annual operating budgets involving high volumes of finance and accounting transactions with allocations across multiple programs or projects. International non-profit experience a plus. Must have experience working in an Enterprise Resource Planning (ERP) environment.

OTHER REQUIRED SKILLS AND ABILITIES:

  1. Ability to lead and mentor international finance
  2. Strong active listening skills and ability to empowering mentor and lead an empathetic and respectful communicator across cultures and able to learn and adapt within challenging settings.
  3. Experience with grants fiscal management as it relates to compliance and reporting for international funders.
  4. Experience coordinating audit activities, internal management reporting and developing budgets.
  5. Experience and demonstrated ability to effectively communicate quantitative information to audiences with diverse levels of financial sophistication.
  6. Intermediate to advanced skill with data analysis, report design and the presentation of quantitative information.
  7. Intermediate to advanced level skill with Microsoft Excel and working knowledge of Microsoft Word and PowerPoint or equivalent required. Experience with Microsoft BC365 preferred but must be well versed with an Enterprise Resource Planning (ERP) system and/or other comparable systems.
  8. Ability to effectively document and improve work processes.
  9. Ability to work independently with a minimum of supervision and cooperatively, as a member of a team. Must be organized and able to set priorities among a variety of tasks and to ensure timely completion of responsibilities. Able to work in a high-traffic area with frequent interruptions. Willing to work on various tasks as assigned.
  10. Able to work a flexible schedule as needed to accommodate multiple time zones. Ability to work overtime in peak periods required. Willingness and ability to travel internationally.

Compensation: Salary Range #18 ($66,519 - $89,800) - Exempt - comprehensive benefits; generous leave policies.
